Time to get tough on graffiti

Katolyk said London first looked into such a bylaw in 2004 and 2005 and researched other communities that had a similar bylaw in place.
They also were inspired by a visit to their city by former New York City mayor Rudy Giuliani who is credited with leading the way in cleaning up graffiti in the Big Apple.

Katolyk said introducing the bylaw had to be a two fold plan based on education and enforcement.

Then over a year later they wanted to see how the bylaw was working and started to enforce it.
Part of the bylaw states that stores are subject to fines if they sell spray paint or other instruments to minors without parents or legal guardians present. So they set up a sting operation.
Working with the local health unit they had 16 year old tobacco enforcement officers, who normally buy tobacco from retailers, go in and try to buy spray paint.

They ended up going into 43 stores and were able to buy spray paint from 30 of them.
